On the eve of CV1 pre-order day, Oculus co-founder Palmer Luckey tweeted, “When you preorder Rift, you also reserve your spot for Touch preorders. First in line for Rift=First in line for Touch.”
He also addressed the question of a Rift, Touch combination discount:

While the rush for Rift pre-orders begins tomorrow, a few days ago the company announced the Touch release date would be delayed until the second half of 2016. Oculus said changes were in the works to make “Touch even more comfortable, reliable, and natural.” Hand pose was also slated for an improvement.
